It is the inexorable law of the development of education that high quality education needs to be fair. The development of high quality education is a systematic project. The article holds the view that we should strengthen the management of high quality edu- cation, unlock the potential of the teacher of all types and at all levels, strengthen macro-control, ensure that the district management more attractive, extend the high-quality distance education resources, and make sure that the work on introducting foreign high-quality education resources has the new breakthrough.
