彝族家支制度对彝族地区基层公共事业管理的影响研究——以四川省凉山州美姑县基层社会管理综合治理为例

On the Study of Public Utilities Management Effects of Yi Minority Family Branch System——From the Comprehensive Control of Social Management in Meigu County in Yi Autonomous Prefecture of Liangshan of Sichuan Province

彝族家支制度是一项极具民族特色的管理制度,从古至今对彝族地区的社会生活都产生了深远影响。通过对彝族腹心地美姑县的研究,分析了彝族家支制度对当地社会管理综合治理的积极影响和消极影响,进而提出要通过加强政策法规的宣传、培育新型"德古"人才、正确引导教育家支中的不法分子、尊重群众真实意愿开展选举以及发挥家支制度的社会功能等措施来完善彝族家支制度对基层公共事业管理的作用。

Yi minority family branch system remains as a management system with typical ethnic features, which has attached profound influences on social activities of Yi area since ancient days. By research of Meigu county which is the important part of Yi area, the writer analyzes the positive and negative effects of family branch system on local social integrated management, a package of measures, namely advocating policies and regulations, cultivating new ＂de gu＂ talents, to guide those criminals correctly and initiating election with respect of the mass and playing an important role in family branch system, and all these aspects are put forward to strengthen the integrated management system.
