预警阶段公共危机信息资源网格化管理方法研究

Study of Grid Management Approach of Public Crisis Information Resources for Early Warning Phase

预警阶段是对危机的征兆信息进行捕获、分析、识别和判断的过程,预警信息的及时性和准确性是有效处理甚至规避危机的基础。预警阶段具体涉及信息源确定、信息识别、信息的分析处理等信息管理过程。在此阶段,危机来临的征兆及可能导致的危害信息并不明显,往往易被公众忽视,而各个部门之间横纵向交流不通畅,时常导致信息延误、缺失,从而延迟预警,加大危机造成的损失。提出了一套完整的网格化管理方法,通过网格来加强各个部门之间的信息共享与交流分析,以达到提高预警阶段信息资源管理效率的目的。

Early warning stage of crisis is the process of information capture,analysis,identification and judgment. Its effectieness and accuracy are the basis for the effective crisis management. In the early warning stage,the information management includes determining the information source,identifying the information and analyzing the information as well as processing information. Because of unobvious crisis signs and hazard information,the crisis is often easily overlooked by the public. Because the horizontal and vertical communication among the various departments is not fluent,this often leads to the information delay or deletion and warning delay which cause the great loss of the crisis. This paper presents a complete set of grid management method,which is used through the meshes to enhance information sharing and exchange analysis among the various departments in order to improve the information resource management efficiency in the early warning stage.
