The problems of the realization of farmers＇ rights are rooted in failing to reach agreement between the power structure and farmers＇ rights. The relationship between power and right is out of balance. So we must adjust the power structure in rural areas for the purpose of the recognition and protection of the rights of farmers to build protection mechanism of farmers＇ rights in the interactive relationship between power and right.
