摘要
对外短期科技人力资源合作开发项目是中国科技援外项目的主要形式之一。在总结近年来项目情况的基础上提出了该项目的效度模型,对447位参加培训的发展中国家学员进行抽样问卷调查,使用偏最小二乘法分析了项目有效性的影响因素。结果表明:项目效度与技术目标、教学安排、实践环节相关。承办机构能力是项目有效的前提,接待工作对效度具有重要的支撑作用。
Short-term scientific and technological human resources cooperation development project in China is one of the main forms of technological official aid projects, but it is still a lack of empirical research on the effectiveness of training. Based on the summary of of- ficial training programs of China in recent years. This paper proposes a new model used to evaluate the effectiveness of the project. In the modeling process, it makes a questionnaire by choosing 447 participants from developing countries. Partial least squares approach is used to carry out the analysis of influencing factors in this model. The results show that: The effectiveness and technical objectives, teaching arrangements and practical arrangements have a direct positive correlation; Contractors institutional capacity is the basis and prerequisite for achieving project effectiveness; Reception work plays an important supporting role on the effectiveness.
