深圳战略性新兴产业政策体系的科学化

On Scientification of Shenzhen's Strategic New Industry Policy System

深圳是我国战略性新兴产业的先行区,政策体系相对完善,也存在一些亟需改进的问题,如政策与产业法协调性不够、政策执行主体的权利义务边界不清晰、激励措施可操作性差以及缺乏政策实施评估机制等。本文试构建以"政策制定核心子系统——政策实施支撑子系统——政策调整与改进外围子系统"为特点的战略性新兴产业政策体系。

Shenzhen, a forerunner of developing strategic emerging industries in our country, has a relatively consummate related policy system. Through practices in recent years, however, some problems are still found to be settled urgently during policy-making process, such as insufficient coordination between strategic emerging industrial policies and industry law, unclear boundary between rights and obligations of policy implementing subjects, low feasibility of incentive measures, shortage in policy implementing assessment mechanism etc. From the perspective of innovation system construction, cluster advantages, network advantages and spillover effect needed in modern technology advancement, the author establishes a systematic, scientific, and dynamic policy system for strategic emerging industries based on ＂core subsystem of policymaking-supporting subsystem of policy implementing-subsystem of policy adjusting and peripheral improving＂ , both theoretically and practically
