教育的治理结构即教育的权力关系,它集中表现为组织架构、责权分配和制度安排。教育改革的关键是建立健全教育决策、执行、监督既相互制约又相互协调的教育权力结构和运行机制,政府要科学确权、善于分权、舍得放权、敢于监权,学校要自主办学、依法办学,依靠第三者对教育行为做督导检查、对教育质量做监测评估。

The government should do well in right, decentralization and superintendence. The school should be run independently and legally. The education behavior can be supervised and inspected, and the quality of education can be monitored and assessed, through the third party.
