浙江法治政府建设考核评价体系及其启示

Evaluation system and revelation on construction of Zhejiang lawful government

2004年国务院《全面推进依法行政实施纲要》首次提出经过十年左右的时间,基本实现法治政府建设目标。党的十八大进一步要求到2020年"法治政府基本建成"。目前亟须解决的是如何来评判、检验法治政府建设的实际成效,并督促各级行政机关切实推进依法行政。浙江省制定的法治政府建设实施标准及其考核评价体系,为建立法治政府建设评价指标和考核标准提供了新的视角,可资借鉴。

In 2004, the State Council implemented the ＂Outline for Comprehensively Promoting the Administration According to Law＂and first proposed that the construction goal of Lawful Government shall be achieved after a decade.The 18th National Congress of the Communist Party of China further required that by 2020, ＂the Lawful Government shall be basically implemented＂. What needs to be solved currently is how to judge and test the actual effectiveness of the Lawful Government construction and how to supervise government agencies at all levels to effectively promote administration according to law. The implementation standards and the evaluation system established by Zhejiang government provide a new perspective for solving the issue introduced by the paper.
