法治政府作为理论主张和政府模式是一种理想的政府运行状态,或者说,是按照法治原则运作的政府。法治政府评价是对法治政府建设成效的评价,可视为目标性考评。作为政府绩效评价的组成部分,法治政府绩效评价强化结果导向与公众满意度导向,指向政府法治职能的实现程度,旨在提升政府法治的公信力,是法治政府建设评价的延伸。构建法治政府绩效评价体系是建设法治政府的内在要求与保障条件,涉及理论体系、组织体系、技术体系、制度机制、智能化等主要元素。

Being a theoretical claim and a realistic model, nomocracy government is a government running in accordance with the principles of law, which is an ideal state of government operation.
