国家大学科技园建设和发展的政策研究

Research on Policy of the Construction and Development of the National University Science Park

在当前政策环境下,国家大学科技园建设和发展成效显著,在加快经济发展方式转变、深化高校教学科研体制改革和推进区域经济社会发展等方面作出了突出贡献。但是,国家大学科技园仍面临科学的管理体制和运行机制尚未建立、国家税收优惠政策难以全面落实、融资能力和盈利能力较低等问题与困境。因此,应创新国家大学科技园的管理体制和运行机制、进一步拓宽国家大学科技园的功能定位、修改和完善国家大学科技园的绩效评价指标体系,从而引导国家大学科技园健康可持续发展。

Under the current policy, the construction and development of National University Science Park achieved remarkable results, which made significant contributions to the accelerating economic transformation, the deepening reform of higher education system as well as the regional social economic development. However, the National University Science Park still faces a variety of difficulties, including the establishment of scientific management and operation system, the implementation of state tax incentives and the relatively low ability of financing and profitability. Therefore, the development of National University Science Park should seek for innovations in management and operation system and expand the functions of national university science park. And its performance appraisal system should also be revised and imnrnved
