大学的兴旺取决于其内部是由谁来控制的。美国作为目前世界上高等教育发达国家之一,在学术管理方面已具备了一套完备的制度体系。学术委员会是学术管理的重要组织,章程是组织管理的纲领性文件,是组织运行的保障。弗吉尼亚大学作为美国公立大学的典型代表,其组织规模与性质地位与我国公办高校较为相似。通过对弗吉尼亚大学学术委员会章程的分析,发现其特点主要表现在如下三个方面:成员来源的代表性、程序科学性,权责规定明晰,章程修订及时且程序民主。因此,仔细研究其在上述三个方面的特点,将有助于完善当前中国高校学术委员会的章程建设,推动高校管理活动中学术权力的有效发挥。

The prosperity of the university depends on the people who control the internal .The United States has become one of the most developed country on the higher education in the world , who has an advanced system of academic management .Academic committee is an important sector , and the articles is the guideline document of management and organization and the guarantee of management .As a typical representative of public university in the United States, its organization scale and property status is relatively similar to ours .Through analyzing the arti-cles of the University of Virginia ’ s academic committee , it was found that it has three characteristics , such as a representative members and scientific procedures , clear responsibilities , and a timely editing and democratic proce-dures.Therefore, carefully studying the above -mentioned characteristics will help us to improve the construction of the Chinese university ’ s academic committee , and give the full play to promote the academic power of university ’ s management activities .
