农村劳动力转移对城市公共服务的影响机制与空间外溢研究——以文化消费为例

Impact of the Transfer of Rural-urban Labor on Urban Public Services,Mechanism and Spatial Spillovers-A Case Study of Cultural Consumption

本文以城市文化消费为例,基于空间面板杜宾模型方法,对省域层面农村劳动力对城市区域公共服务的影响机制及可能的空间外溢效应进行了识别。研究发现,农村劳动力的转移会显著增加转入区域及其周边城市文化消费价格;转移劳动力的低技能水平并没有直接影响到劳动力的收入水平,而对城市产业结构升级与公共服务供给产生了较明显的负面影响。为了满足城市经济发展对劳动力的迫切需求并抑制其对城市公共服务能力的负面影响效应,重点应该是加大对转移劳动力的人力资本投资,全面提高转移劳动力的技能水平与劳动生产率。同时,积极推动区域产业结构的转型升级,重点发展服务业特别是公共服务业,增加公共服务供给和产业对转移劳动力吸纳能力。

This paper have identified the impact mechanism and possible spatial spillover effects of the Transfer of Rural-urban Labor on urban public services ,in a case of urban culture consumption ,using a spatial panel Durbin model of provincial -level data .The study found that the transfer of rural labor force will increase significantly the urban culture consumption prices of the local and surrounding areas ; low skill levels of those workforce does not directly affect the labor income level ,but produce a more signifi-cant negative impact on the urban industrial structure upgrading and supply of public services .In order to meet the urgent need to the labor from the city＆#39;s economic development and the negative impact of on urban public services ,we should increase the investment in human capital of the transfer labor , and im-prove their skill levels and productivity .Also need to promote the transformation and upgrading of region-al industrial structure ,focusing on the development of service industries ,particularly public services ,and increase the supply of public services for the transfer of labor and the capacity of industrial sector absorb -ing rural-urban transfer Labor .
