宁夏限制开发区地域功能类型划分及发展模式构建

Type Classification and Development Model Construction of Territorial Functionality of Restricted Development Zones in Ningxia

限制开发区是保障区域粮食生产安全和维护地区生态平衡的重点区域,也是区域经济社会可持续发展的关键区域。从生态系统服务功能、粮食生产功能、人口承载功能、地域文化保护功能和产业发展功能五个方面,构建了限制开发区地域功能评价指标体系,并以宁夏为例进行了研究。研究表明:(1)宁夏限制开发区地域功能呈现多功能性,形成了均衡发展型、生态保育主导型、粮食生产主导型和行政功能主导型4种功能;(2)宁夏限制开发区地域功能以生态保育型和粮食生产型两种功能为主,自然环境因素是影响功能差异主要因素;(3)适合宁夏限制开发区发展的模式有农业产业化模式、生态经济模式、生态移民模式、主导产业带动模式和新型城镇化模式。

Restricted development zones is the main area for ensuring food safety and maintaining regional ecological balance, also is the key area of sustainable development of regional economy. Based on construction evacuation index system of territorial functionality from ecosystem service, grain production, population gathering, cultural protection and industrial development function, this paper explores the strength of territorial functionality of restricted development zones in Ningxia Province. The results showed that ： （ 1 ） The territorial functionality of restricted development zones in Ningxia are in versatility, including the equilibrium development, ecological conservation oriented, grain production ori- ented and administrative function oriented; （2）Ecological conservation oriented and grain production oriented are the main function in the four kinds of functions, and the natural environmental factors are the main factors that influence the difference of territorial functionality; （3）There are five kinds of suitable development model for restricted development zones in Ningxia, including agricultural industrialization model, namely ecological economic model, ecological migration model, dominant industry driving model and new urbanization model.
