武汉沦陷时期湖北市有公产清理初探

A Probe into the Liquidation of Public Property in Hubei Province during the Time of the Enemy-Occupied Wuhan

武汉沦陷后,国民政府设立之公产机构工作停顿,袍笏登场之伪武汉特别市政府开展了颇具规模的市有公产清理工作。通过颁行《汉口特别市政府财政局公产经理处组织规程》等章则,组建武汉特别市公产经理处等公产管理机构,实现公产清理制度安排与机构运作深度结合,三镇公产事务稳步推进,公产收益有所增进,产权界限逐步清晰。其绩效成为之后市级公产清理重要参考,亦为战后重建、社会秩序恢复提供了客观条件。

By enacting regulations like The Management Rules of the Municipal Fi- nancial Bureau＇s Public Property, the special municipal government of Wuhan began to establish the public property management institutions like the office of public property management to achieve profound combination of the public property liquidation system with the public property management institution＇s operation, to normalize Wuhan＇s mu- nicipal affairs and accelerate public wealth and to specify property rights. The achievement of those management in- stitutions provided an important reference for the later further liquidation of public property and objective conditions for the post-war reconstruction and the normalization of social order.
