摘要
为了使国有企业及卫生行政部门在医院改制时具有理论依据,本文系统梳理了国有企业医院改制的相关问题,回顾了1997年至今我国国有企业医院改制的政策背景,阐述国有企业医院改制的原因及必要性,认为国有企业医院的特征、管理体制、改革趋势以及经济的发展决定了国有企业医院改制的必然性。总结国有企业医院改制的理论基础,提出改制中应遵循从社会医疗需求出发原则、服从政府宏观调控原则、医疗管理法制化原则、经营方式多样化原则、公平竞争优胜劣汰原则等。
Systematically summed up some questions related to enterprise-owned hospital reform,in order to provide theoretical basis for heahh administrative departments and state-owned enterprises.Review the policy context of the restructuring of state-owned enterprises hospital since 1997.Elaborating the reason and necessity of the enterprise-owned hospital reform.The enterprise hospital characteristics,management system,reform trend and market state-owned enterprises decided the inevitability of hospital restructuring.Summering the basic theories of it and proposing the principle of reform.Five principles are Demand-driven of social medical,Macro-control by government,Leqalization of medical management,Diversify of operation,and Fittest for competition.
