摘要
乡村医生是农村基层医疗卫生服务网网底的卫士,乡村医生聘任管理则是农村卫生人力配备的关键环节之一。对北京市M县的实地观察发现,由于农村"乡政村治"治理模式、"乡土社会"独特性质和配套体制机制等方面的原因,乡村医生聘任管理目前存在人力供给短缺、程序不够健全、制度执行失范、管理职责割裂等问题,需要进一步改进与完善,以形成规范、有力、高效的村医聘任管理局面,进而提高农村基层医疗卫生服务质量。
Rural doctors are health defenders at the bottom of the rural primary health care service network,while the management of appointing rural doctors is one of the key stages to equip rural health human resource.Based on analysis of the field observation in M County of Beijing,there are problems such as shortage of health human resource supply,unsound procedure,poor implementation and separated responsibilities on the management of rural doctor appointment,due to the governance model of " township administration and village autonomy",the special structure of " rural society",matching system and mechanism and so on.The management of rural doctor appointment needs to be reformed into a normative,powerful and efficient one,so that the quality of rural primary health care service can be improved further.
