安徽省2010-2012年卫生资源配置公平性分析

Analysis of Equity of Health Resources Allocation from 2010 to 2012 in Anhui Province

目的:了解安徽省16个地市之间医疗卫生资源配置的人口和地域公平性,为医改与卫生政策的制定提供参考。方法:通过安徽省卫生和计划生育委员会网站、安徽省统计年鉴收集相关资料与数据,利用Excel计算2010-2012年全省各种卫生资源按照人口和地域分布的基尼系数。结果:床位、卫生技术人员和卫生机构人口分布的基尼系数均小于0.2,处于绝对公平范围,提示分布的人口公平性较好;除卫生机构外,卫生资源按地域分布的基尼系数均处于0.3-0.5的水平,其公平性处于相对合理或差距较大状态;2010-2012年各种卫生资源分布的基尼系数在逐渐缩小,卫生资源配置的人口和地域公平性在不断提高。结论:安徽省卫生资源配置的人口公平性高于地域公平性,优质卫生资源分布的公平性较一般卫生资源差,应当根据卫生事业的特点对卫生资源配置的公平程度的判断制定更加科学的标准。

Objective：To analyze the equity of health resources allocation among people and areas between 16 prefecture city of Anhui province.So as to give some references for health reform and policy-making.Methods：Collect data and information by the web site of Health and Family Planning Commission of Anhui province and its statistical yearbook of 2012.Then calculate the Gini coefficient of health resources among population and areas with the Excel software.Results：The Gini coefficients of beds and health workers and health agencies according to population from 2010 to 2012 in Anhui province are not more than 0.2,as is absolutely equitable according to the gini coefficient standards among population.While the Gini coefficient of health resources except health agencies is between 0.3 and 0.5,which equities are relatively reasonable or on majorly gap.From 2010 to 2012,the Gini coefficient of health resources among population and areas has decreased annually,which suggest that the equity has improved.Conclusion：Equity among population of health resources allocation in Anhui province were superior to equity among areas.Equity of significant health resources allocation were inferior to general resources.Besides,the principles judging equity degrees of health resources allocation should be more scientific and objective
