摘要
水库工程安全、水库效益衰减、水质恶化等是影响我国水库健康的主要因素。从水库安全程度、水库绩效、水库生态功能和水库对生态环境影响等方面对健康水库内涵进行了探讨。在此基础上,构建了包括水库安全、水库绩效及水库影响3类一级指标和14个二级指标在内的水库健康状况综合评价体系,选用多目标多层次模糊模型评价水库健康状况,给出了指标量化和指标权重确定的方法。
The main factors that affect the reservoir health includes reservoir engineering safety, reservoir benefit attenuation, water quality deterioration. It is discussed that the meaning of healthy reservoir from reservoir safety, reservoir performance, reservoir ecology function and reservoir eco-environment effect. Based on the meaning of healthy reservoir, an index system for evaluating the status of reservoir health was constructed. This index system included 3 first-grade indexes, namely reservoir safety, reservoir performance and reservoir effect, and 14 second-grade indexes. This paper chose multiobjective muhilayer fuzzy model to evaluate the reservoir health. It put forward the way to quantify the index and define the index weight.
