基层工会干部的执行能力,是一个基层工会干部所必须具备的重要和关键能力,它在一定程度上决定着工运事业的兴衰成败。随着市场经济的深入发展和企业改革的进一步推进,带来了经济成分多元化、劳动关系复杂化和利益格局的重大变化,给基层工会工作带来了新的机遇和挑战。要做好基层工会工作,必须切实提高基层工会干部的执行力,增强八种意识,即责任意识、规则意识、大局意识、忧患意识、群众意识、奉献意识、和谐意识和才能意识。其中,责任意识是提高执行力的前提和基础,规则意识是提高执行力的约束和保证,而大局意识、忧患意识、群众意识、奉献意识、和谐意识和才能意识,则是提高执行力的必要方法或环境、路径。

Among them, the awareness of responsibility is the premise and foundation for improving the execution ability, the awareness of the rules is the constraints and guarantees, and the other six kinds of awareness is the necessary methods, environment or path.
