城乡结合部宅基地发证意愿价值感知调查——以三亚市为例

Investigation on the Willness Value Perception of Providing Homestead Syndromes in Rural-urban Fringe Zone——Taking Sanya City for Example

研究目的:对三亚市城乡结合部的典型村进行调查,了解村民对宅基地发证意愿的价值感知。研究方法:半结构访谈和问卷调查。研究结果:(1)村民能理性感知和判别宅基地发国有土地证价值,感知受多方面因素的影响,不同村的村民的价值感知存在差异。(2)发放宅基地国有土地证的生活保障感知在样本村普遍较差。宅基地发国有土地证生活环境价值的认知受到基础设施、配套设施建设的影响。研究结论:政府应当注重社会保障的供给,加强基础设施、公共服务设施建设,解决好土地产权不清的问题。改善环境脏乱现象,加强治安管理,营造温馨、安全的生活氛围。

The purpose of this study is to explore the perceived value of the homestead syndromes inten-tion of villages through the investigation of typical villages in Sanya city urban-rural continuum. Methods of semi-structured interviews and questionnaire investigation were employed.The results indicated that the villagers can manage the perception and discrimination of the homestead syndromes for the use of state-owned land. Under the influence of various factors,different values of the villagers in the village of percep-tions are different. People’s life security perceived about homestead state-owned land syndromes is poor in every village. The environmental value of state-owned land syndromes is affected by the infrastructure and the supporting facilities.It is concluded that government should pay more attention to the supply of social security and strengthen the infrastructure,public service facilities,solve the problem of land property right which is not clear,improve the environment dirty phenomenon and strengthen the security management to create a warm,safe living environment.
