对我国失独老人养老问题的再认识

A New Understanding of Caring for Childless Old People in China

一个不可回避的事实是,我国失独老人正在逐步增加。失独群体的养老问题已经成为一个社会问题。目前对失独老人的精神关怀,主要是由民间互助团体来承担,这些团体有着随意性和不稳定性,有的地方经济扶助不到位。国家应该在制度保障方面尽快出台相关政策,明确管理主体,制定动态化的养老扶助标准,采取分级负担的方法制定差异性的补贴方案,依靠社区建立失独者养老院以解决失独老人面临的经济、精神的问题,让失独老人老有所养。

An unavoidable fact is that the number of childless old people is increasing, and care for such elderly people has become a social problem. At present, spiritual care for childless old people is mainly and irregularly undertaken by non-governmental groups. Economic supports in some areas, for instance, are inaccessible. To address such problems, the state is expected to introduce policies on systematic security as soon as possible, to ascertain who is responsible and to establish dynamic standards for providing aids for the elderly. Besides, different allowance policies should be formulated, which demand different administrative departments to make efforts accordingly. Moreover, nursing homes should be built for childless old people to help them with economic and spiritual problems. Thus, they are entitled to care in their old age.
