我国高层建筑防火安全常态化管理组织体系的构建

Normalized Organizational Management System of Fire Safety for High-rise Buildings

为了降低高层建筑火灾事故发生的概率,减少火灾带来的损失,国家对高层建筑消防安全管理提出了新的要求,要求加强社会消防管理。高层建筑投入使用阶段是建筑全寿命周期中持续时间最长的一个阶段,同时防火安全的常态化管理是使用阶段中的主要管理内容。本文基于我国传统的高层建筑消防安全管理组织体系存在的问题和国外先进的经验,构建了我国高层建筑防火安全常态化管理组织体系,将组织管理理论融合到消防安全管理中,并明确高层建筑投入使用时各参与主体之间的关系和各自的权责,同时指出高层建筑消防安全管理需要群防群治和多元合作,形成社会化组织管理体系。

Our national plan puts forward a new request of strengthening public fire safety management in order to reduce the probability and losses of fire accidents in high-rise buildings. Since the service period of high-rise buildings is the longest period in the whole life cycle of buildings, the normalized management of fire safety is a crucial part in building management. On the basis of traditional management system of fire safety for high-rise buildings in China and the advanced foreign experiences of fire safety management for high-rise buildings,this paper builds a set of fire safety normalized organizational management system for high-rise buildings, which combines the organization management theories and fire safety management. Then the paper focuses on the relationship between participants and their respective responsibilities when the high-rise buildings are put into use. Lastly, the research reveals that fire protection management for high-rise buildings requires mass prevention,mass treatment and multivariate cooperation to form a social organizational management system.
