How to Adhere to and Furnish the Principal-in-charge System in Universities under the Leadership of the Party Committee

国家举办的高等学校依法实行党委领导下的校长负责制,明晰党委书记和校长的职权是这一制度得到全面落实的基本保障,在简要分析了现状后,从明确党委领导是集体领导而不是书记一人领导;处理好书记与校长的关系;明确书记、校长的职责;完善党委会议事制度;强化监督检查和制订相应实施细则等方面分析高校坚持和完善党委领导下的校长负责制。

The principal-in-charge system in universities,which is advocated by government according to the law,can be implemented only with a clear definition of their respective power of the Party secretary and the principal. After a briefing to current situation,this paper demonstrates how to adhere to and furnish the principa-in-charge system in universities under the leadership of the Party committee： to make clear that the leadership of the Party committee means the leadership of the group but not only of the Party secretary,to balance the relationship between the principal and the Secretary,to define their respective right and responsibility of the principal and the Secretary,to improve the judging system of the Party committee meeting and to enhance inspection and regulations.
