Chinese National Governance Systems and Governance Capacity Modernization:Historical Logic and Practice Framework

中国国家治理体系和治理能力,其内涵既具有一般性,即基于国家运行的制度建构和制度执行问题;同时更具有特殊性。治理体系体现为"一纲两目",即"政党政治"总纲,"制度建构"和"制度执行"两目;治理能力包含三层能力,即"治党治国治军"、"内政外交国防"、"改革发展稳定"。从逻辑上说,中国国家治理的一纲两目,来源于中国"政党政治"的国家道路选择,在当代中国,需要有五个要素对该道路进行支撑,即:党指挥枪、党的领导、发展生产力、共同富裕、共产主义理想信念。从实践上看,中国国家治理体系建构和治理能力提升,可概括为三层能力、四大领导、五项议程、六位一体。

Chinese national governance systems and governance capacity, which not only have a general connotation, namely the national system construction and operation of the system; but also the particularity. The governance system is referred as ＂a key linking two eyes＂, namely the ＂party politics＂ as the guiding principle, and ＂system construction＂ and ＂implementation of the system＂ as the two eyes. And the governance capacity, refers to the ＂Rule of the party, state and army＂ and ＂Internal, foreign and defense afffairs＂ and ＂Reform, development and stability＂. Logically speaking, ＂a key linking two eyes＂ of national of governance projects, comes from China＇s choice of the national road of ＂party politics＂ in the contemporary age, there being five elements in support, namely, the party as commanding gun, the party leadership, development of productivity, common prosperity, communist ideals and beliefs. From a practical point of view, the construction of China＇s national governance systems and governance capacity can be summarized as triple capacities, four leaderships, five agendas, six in one.
