摘要
自中央和地方两级政府地勘基金实施以来,在定性与定位方面与市场经济的本质要求存有一定的差距。对此建议,将中央地勘基金转变为政府引导基金,同时赋予政府引导、财政补贴、信用担保、行业保险、战略投资、资源储备等多种政策性金融工具的职能,并建立相应的法人治理结构,从而全面构建起适应体制转轨时期需要的矿产资源勘查融资政策体系。促进政府地勘基金转型的保障措施:(1)努力培育矿产勘查市场主体;(2)加强矿业权市场体系建设;(3)修订矿产勘查项目定额标准;(4)建立个人执业资质;(5)创新矿产勘查项目成果的分配机制;(6)建立地质勘查技术监督机制。
Since the implementation of geological prospecting fund of central and local governments, there is a certain gap between positioning and qualitative and the essential demand of market economy. On account of this, this paper is suggested that the central geological exploration fund should be translated into government guide fund, while also giving the function of a variety of policy ifnancial instruments such as government guidance, ifnancial subsidies, credit guarantee, industrial insurance, strategic investment, and resource reserves. Moreover, the corresponding corporate governance structure should be established so that mineral resources exploration ifnancing policy system that is to meet the need of system transition will be comprehensively built. Finally, supporting measures for promoting government geological prospecting fund transformation are offered, these include: cultivating the main market players of mineral exploration; strengthening the construction of mining right market system; revising the criterion on the quota of mineral exploration project;building individual professional qualiifcations and geological exploration technology supervision mechanism;as well as innovating the mechanism of the distribution of the mineral exploration projects results.
