河北省是农业大省,多年来农业生产因自然灾害损失严重,农业保险在河北省发展水平偏低,与新农村经济发展水平不匹配,还没有充分发挥农业保险的保障功能。必须要提高监管部门、地方政府、保险公司和农民四方面的积极性,实现"四轮驱动"发展河北省农业保险,为提高农业机械化、自动化水平提供强有力的保障,在河北省新农村建设中发挥更强的支持作用。

Hebei Province is a large agricultural province, for many years, the loss of agricultural production is grave because of natural calamities. The level of Hebei Province＇ s agricultural insurance is very low, so the safeguard function of agricultural insurance for the agricultural production is not fully realized. In order to realize ＂ four-wheel drive＂ the development of agricultural insurance in Hebei Province we have to improve the enthusiasm of the four parts including regulators, local government, insurance companies and farmers. So it can provide strong guarantee for the improvement of agricultural mechanization and automation＇s level, and also strengthen its support functions in the course of new rural construction in Hebei province.
