摘要
培养科技人力资源,增强科技自主创新能力是现代农业企业提高市场竞争力的根本途径,尽管农业企业科技人力资源无论是在数量上还是在质量上都有了较大的提升,但是依然存在着科技人力资源严重匮乏且分布失衡、对科技人力资源的投入不足、科技人力资源研发能力和实际转化率不相匹配等问题。针对这些问题,应当加强国家与地方政府政策调控与扶持、建立完善的科技人力资源开发机制和激励机制、进一步加强"产学研"的结合程度,最终实现提高现代农业企业人力资源竞争力的目标。
The basic ways for modern agricultural enterprises to improve market competitiveness are cultivating sci-tech human resources and enhancing independent innovation ability of sci-tech, although there are bigger promotion both in quantity and in quality for modern a- gricuhural enterprises human resources, there are so many problems, such as, a grave shortage of human resource of sci-tech, distribution imbalance, lack of investment in sci-tech human resources, the development of sci-tech human resources disjoint with the actual convention rate. Refer to these problems, it is necessary to strengthen the control of state and local government policy support, to establish the perfect sci-tech human resources development mechanism and incentive mechanism, to further strengthen the integration the level of productionstudy-research, ultimately to achieve the aim of enhancing the competitiveness of modern agricultural enterprises' human resources
