土地发展权视角下农村宅基地退出机制的构建

Establishment on Exit Mechanism for Rural Residential Land under Perspective of Land Development Rights Theory

在宅基地退出过程中,土地增值收益分配是否合理、宅基地退出是否有偿直接关系到农户退出宅基地的积极性。以土地发展权理论为指导,采用系统分析法、对比分析法和演绎归纳法等方法,在土地增值收益合理分配的基础上构建了农村宅基地退出机制,为引导农民积极退出宅基地提供理论支持和方法指导。

In the process of rural homestead exit,whether land value-added revenue distribution was reasonable and whether retreating from the rural residential land was compensative,which directly related to the enthusiasm of farmers. According to the land development rights theory,using system analysis method,comparative analysis method,inductive deductive method and so on,the exit mechanism for rural residential land established. The compensative exit mechanism of the rural residential land was based on land value-added reasonable revenue. The results provided theoretical support and methodological guidance for leading the farmers to be active in retreating from the rural residential land.
