城镇化视阈下的新型职业农民素质模型构建

Construction of New Farmers' Competency Model Under the Perspective of Urbanization

新型城镇化和新型职业农民的培育相互依存,互相促进。自2012年中央一号文件颁布以来,新型职业农民的培育已经引起全社会的广泛关注,但他们应具备什么素质,目前仍未形成一致观点。本文使用层次分析法构建了城镇化视阈下的新型职业农民素质模型,包含四个维度:基本素质、经营能力、职业认同和生态素质。结果表明,职业认同的权重最高。该模型可以为政府部门制定新型职业农民的认定和培育政策以及农民个人的职业发展提供指导,也为后续深入研究打下了基础。

There is a relationship of interdependence and mutual promotion between new urbanization and the cultivation of new farmers. It is extensively concerned of the cultivation of new professional farmers since the No.1 document in 2012. How- ever, there is no consistent view on qualities they should posses. This paper uses Analytic Hierarchy Process （APH） to construct a competency model for new type professional farmers. The competency model is consists of 4 dimensions including basic quality, business capacity,career identity and ecological quality. The result shows that career identity has the highest weight. This model can not only provide guidance for the government to make decisions on affirmation and cultivation of new type professional farmers and farmers＇ career development,but also lay a foundation for future research.
