权力分配与区域经济发展战略的再选择——兼论上海自由贸易试验区的区域经济效应

Power Distribution and the Reselection of Regional Economic Developing Strategy ——A Discussion on the Regional Economic Effects of China(Shanghai) Pilot Free Trade Zone

权力从本质上是在占有和支配劳动生产物的基础上体现出人与人之间的关系,建立合理的权力分配秩序对实现经济、自然与社会的可持续发展有着至关重要的作用。对生产要素进行空间配置归根结底是权力所有者的权利,权力分配结构是决定能否实现区域经济平衡发展的关键因素。通过对我国改革开放以来权力分配结构变化趋势的分析,解释了改革开放以来我国处于相同政府治理模式下的不同地区间经济差距日益拉大的现象,并对上海自由贸易试验区的区域经济效应做了预测。我国应当加快区域发展战略调整,建立以改进权力分配结构为核心的制度匹配,实现我国区域经济平衡发展。

The essence of power is the interpersonal relationship manifested by occupying and governing the produce of labor. Constructing reasonable power distributing orders have significant effects on the sustainable development of economy, nature and society. Since the spatial allocation for production factors actually is the rights for the owner of powers, the structure of power allocation is an important factor for realization of balanced regional economic development. By analyzing the developing trend of power distribution since the reform and opening-up of China, this paper tries to explain why different regions under the same government-administrating mode show even increasing economic gaps, and predicts the regional economic effects of China （ Shanghai） Pilot Free Trade Zone. China needs to adjust her regional developing strategy, and realizes balanced regional economic development by constructing matching institutions which take the improvement of the structure of power distribution as the core.
