中国共产党成立前后,李大钊领导的北京共产党小组和中共北京区委,通过举办工人补习学校、工人俱乐部和工人图书馆三种形式,团结教育长辛店、唐山、天津的工人群众,推动了北方工人运动的发展。创造了当时知识分子与工人群众相结合、马列主义理论与工人运动相结合的最有效形式。
