农民参加新型农村社会养老保险的参保意愿研究——以甘肃省S县为例

On Farmers' Intention to Be Insured in the New-type Rural Social Endowment System——Take S Country in Gansu Province as an Example

基于新型农村社会养老保险居民的参保意愿,以甘肃省S县为例,通过实地调查和访谈等方式,从农民期望的养老方式,缴费档次,养老金保障作用的发挥以及对政策的认知程度等方面对S县新型农村社会养老保险制度试点过程中农村居民的参保意愿进行了实证研究。通过研究得出,除了受到传统观念的制约,农民对政府政策的信任度和认知程度是影响农民参保意愿的决定性因素,所以应该从政府层面出发,设立有效的缴费激励机制,建立健全新型农村社会养老保险制度的各项法律法规,调动农民的参保热情,提高农民的参保意愿,使新型农村社会养老保险工作得以持续有效地推进。

Based on field survey and interview, taking S county in Gansu Province as an example, it conductes an empiri- cal study of rural residents＂ intention to be insured in new--type rural endowment system as pilot project ： the endowment way the farmer expect, the fees to pay, the role the pension plays and the cognition on relevant policies. It comes to the conclusion that the trust in and cognition on government policy determine farmers＇ intention to be insured. Therefore, the establishment of the effective incentive mechanism for farmers＂ payment and sound laws and regulations on new rural endowment insurance by government can arouse the enthusiasm of farmers and make them willing to participate in the new rural endowment insurance. Only then can the work in this field move forward in rural areas.
