摘要
1956年—1966年,周恩来提出了许多中央行政体制改革思想,身体力行积极推动体制改革,并取得一定的成果。但这次改革在计划经济体制内进行,并没有触及体制根本弊端,部门管理体制也没有改变,此次体制改革未能达到预期效果,也没有取得实质性突破,但它向人们揭示了中央高度集权的行政管理体制存在严重的弊端,束缚生产力的发展,必须进行改革,为十一届三中全会以后的改革提供了有益的启示。
During 1956 to 1966, Premier Zhou Enlai put forwards many thoughts on the Central Administrative System reform,and then practiced what he preached to actively promote these reforms and achieved a lot. Since the reforms were carried out in the planned economic system, and did not fundamentally remove the flaws of the system or changed management system, the reform failed to reach the expected effect and made no substantive breakthrough. However, it revealed that the serious drawbacks of highly centralized administrative system hampered the development of productivity and it is imperative to reform, and provided the beneficial enlightenment for the reform since the Third Plenary Session of the 11th Central Committee of the Chinese Communist Party.
