The Tension between Citizen Participation and Political Orders under Social Governance

现代社会治理要求执政党合理处理公民参与与政治秩序二者关系。公民参与与政治秩序之间存在着微妙的张力,它能够从多方面影响政治秩序的构建与运行。公民积极有序的政治参与是构建政治秩序的重要途径和主要手段。只有把公民政治参与活动纳入制度规范的调控之中,使之逐步组织化、有序化、理性化,才能把政治秩序引向良性运行的轨道。

Governance in modern society requires the ruling party rationally deal with the relationship between citizen participation and political order. There is a subtle tension between them,which can affect the construction and operation of political order from many aspects. Therefore, actively and orderly participating politics is an important way to build political order. Only putting the activities of political participation into the control of the regulations, and gradually making them organized, orderly and rational so as to lead the political order into the orbit of healthy development.
