浅谈市政工程设计阶段的投资控制

On the Investment Control of Civil Engineering in Design Phase

市政工程是形成和完善城市功能、发挥城市中心作用的基础建设工程,其建设资金主要来源于国家的投入和地方政府的资金筹措。伴随着城镇化进程不断加快,城市基础设施建设的需求是巨大的,而建设资金相对有限,因此,应该更加注重提高建设资金的使用效益。从基本建设程序看,市政工程建设须经过决策阶段、设计阶段、实施阶段等多个环节,其中,设计阶段对投资控制影响最大。本文重点分析市政工程设计阶段投资控制存在的问题,并就如何提高资金使用效益、做好投资控制提出几点措施和建议。

Civil Engineering is the basic construction for the formation and improving of city function and the leading role of a city. The fund of the project is mainly from state investment and local government. With the increasing progress of urbanization, there comes great demand for civil engineering with the fund is relative limited; therefore greater emphasis shall be put on the efficiency of the fund. The civil engineering mainly involves the construction process of decision making, design and application among which design plays a bigger role. The paper analyzes the problems of investment control in the design phase of civil engineering and proposes measures and suggestion for the proper use of fund.
