21世纪,我们面对的是全新的教育环境。信息技术普及基础上的知识经济形态要求建立高效、机动的新型 教育体制,以适应未来学习化社会中终身教育和素质教育的要求。以信息技术为基本教学手段的广播电视大学,尽管已 经走过了20年的历程,积累了丰富的远程教育经验,形成了完整的教学管理体系,但同样面对着新旧交替中的改革和 完善。新事物总是在旧有成果的基础上形成的,电大的今天离不开20年来的努力,同样电大的改革也必须分析在过去 曾经行之有效,而今天却阻滞电大发展的因素,从具体的操作环节上处理好新与旧的关系,进一步优化教学和管理上主 客观条件的配制,建立适应新形势的教学管理理念,从具体的措施实施方面切实迈出电大发展的步子。
The 21^(st) century will bring us into a totally new education environment. Highly efficient, dynamic and new type of education system should be built as required by the knowledge economy based on the popularization of info-tech. to meet the demand from the future learning-oriented society for life long education and quality education. RTVUs, which use info-tech as their basic means of teaching, have already accumulated rich experiences in distance education during the past 20 years and formed a complete teaching management system. However, they are also faced with the innovations and improvements in the transition from the old to the new. New things always emerge on the basis of old achievements. The same is true with RTVUs and there will not be today's TVU without its past 20 years' effort. Likewise, the innovation of TVUs should be based on the analysis of the factors, which were once positive and are now hindering the development of TVUs. In addition, the relationship between the old and the new should be well dealt with in operation; the distribution should be optimized between the subjective and objective conditions in teaching and management and the concept of teaching management should be established to cater to the new trend. All in all, TVUs should invent their own development methods in the implementation of specific measures.
