This paper clarified the principle and method of scenic area planning and regulation. During the scenic area of Xiaowudang Mountain, the basic main measures of social adjustment and control were proposed from the planning of residential social adjustment and the relationship be-tween the scenic protection and the residents. Some referenced effects were provided to enrich the theory of the domestic similar scenic.
