The article introduces the concept ＂City Sails＂ of urban planning, starting with the design character of urban waterfront space and building, based on the example of CCCC South Headquarters （area A）. Furthermore, it puts forward related design strategies with perspectives of city landscape permeating, buildings＇ skyline, options of super high-rise＇s standard floor, architecture＇s skin, integrated interior design, presentation of architectural culture, green building and BIM.
