石油是重要的国际战略资源,输油管道是国家的经济命脉,近年来,由于各种原因,打孔盗油、违法占压、第三方施工、管道腐蚀等隐患成为破坏管道安全的主要因素。2013年12月6日,国务院安全生产委员会发布《关于开展油气输送管线等安全专项排查整治的紧急通知》,决定在全国开展油气输送管线安全隐患专项排查整治活动,坚决防范重特大事故发生,保障管道安全运行。为此,倡导管道保护文化,提升软实力,在健全管道安全管理制度、深化企地联防护线长效机制、整合社会综合治理文化、严格执法、大力宣传等方面深入开展工作,引领政企警民思想和行为,形成社会共识,是有效保障输油管道安全运行的一项重要举措。
