贵州省新升本院校创新型人才培养环境研究

Investigation on the Recent Promoted Four-year Colleges' Envi- ronment of Cultivating Innovative Students in Guizhou Province

我国"建设创新型国家"这一战略目标已进入执行阶段。高等院校在建设创新型国家的过程中担负着培养人才的重大责任。针对"新升本院校是否都做好了培养地方经济建设所需要的创新型人才的准备"这一问题,我们从政治、社会、机制、文化、育人等方面对贵州省新升本院校创新型人才培养环境进行了调查,发现我省新升本院校创新型人才培养环境尚待形成。主要问题是:(1)办学理念较为传统或落后;(2)各级政府对学校的支持不够;(3)缺乏政策的引领,导致各学校间对"培养创新型人才"的意识差距较大;(4)学校的人才培养规划不能完全体现"培养创新型人才"的目标,不能与地方经济建设和发展相适应;(5)学校创新型人才的培养机制没有建立起来,产学研结合的办学思路尚未提上议事日程;(6)学校缺乏灵活多样的"创新型人才"的培养机制。

Now China＇s strategy ＂to develop a innovative nation＂ has been in its executive stage, in which higher education must play a very important role in its responsibility to cultivate innovative people. But are all the recent promoted colleges in Guizhou Province well- prepared for the cultivation of innovative talents to meet the need of local economic development？ With this question we made an inves- tigation on Quizhou＇s recent promoted four-year colleges＇ environment of talents cultivation by a questionnaire on their political, social, cultural, educational and institutive environmental conditions, then we found there had not been formed an environment favorable to cul- tivate innovative students among the newly-promoted colleges. The main disadvantages are： （1） School educational ideas are traditional and backward. （2） There are not enough supports from governments of different levels. （3） Lack of enough guiding policies causes the differences in the awareness of the importance of cultivating innovative people. （4） Educational schemes of the recent promoted colleges can not completely embody the goal to cultivate innovative people and be favorable for the local economic development. （5） There isn＇ t any mechanism （or principle） that can guarantee the cultivation of innovative people and the concept to combine enterprises with schoo- ls and research institutions is not included in the agenda. （6） The mechanism to cultivate people are not flexible and reliable to meet its goal.
