海上通道安全:基于利益相关性的战略分析与思考

The Safety of Sea Lane: an Analysis and Thinking Based on National Benefit Relativity

随着我国外向经济的发展特别是对海上能源运输依赖性的增大,海上通道安全日益成为牵动国家安全与发展的战略性问题,具有牵一发而动全身的影响。只有深刻认识海上战略通道与我国安全与发展的关系,以国家利益为准绳,深入考察各条重要战略通道对我国国家利益的具体影响,才能把握其与国家利益之间的战略攸关性。当前与我国国家利益密切相关的21条海上通道可分为关系我国核心利益的战略通道、关系我国重大利益的战略通道、关系我国一般和长远利益的战略通道三个层次。保护海上战略通道安全,要加强顶层设计和整体筹划,尽快制定我国海上通道安全战略;加强海上力量建设,提高维护海上通道安全的综合能力;参与海上战略通道国际合作,积极推动建立海洋战略通道新秩序。

With the development of exported oriented economy, especially the increase of the dependence on the oversea resource transportation, the safety of the sea lane is becoming more and more important to our country＇ s security and development. In order to understand the importance of the strategic sea lane, one efficiency approach is to analyze the relativity of every sea lane toward our national benefit, grasp the potential effect of their security up- on our country. In this article ,the 21 strategic sea lanes which have significance with national security are classed three leavels, namely the sea lines which related our core national benefit, important national benefit and common national benefit. To protect our strategic sea lane, on one hand, we should strengthen top - down design and total plan, set up the strategy of sea lane safety as soon as possible, put forward the development of our maritime forces and advance the their integrated ability; on the other hand, we should take part in the international cooperation on sea lane safety, and promote the construction of new international maritime order.
