摘要
本文确立了水泥行业节能减排技术评价体系应遵循的原则,通过对生命周期评价、成本效益分析和综合评估法等进行比较分析,确定了专家辅助综合评估法更适用于水泥行业节能减排技术的评估;基于专家辅助综合评估法,提出了水泥行业节能减排技术评估的指标体系,包括8个一级指标和13个二级指标;通过指标权重的确定和技术指标的合成,创建了一套可应用于水泥行业节能减排技术评估的评价体系,为企业或政府对水泥行业节能减排技术的综合评估和筛选提供了一套科学、严谨、可行的方法。
Based on principles of the evaluation system for energy-saving and emission reduction technology about the cement manufacture, some common methods for the evaluation, such as LCA, Costbenefit analysis and comprehensive evaluation method were analyzed. Ultimately, the comprehensive evaluation method with professional support was determined as a suitable method. On this basis, the index system was built, which included 8 first-level indexes and 13 secondary indexes. Besides, a suitable evaluation system to estimate the energy-saving and emission reduction technology in the cement industry was established by computing the index weight and synthesizing the total index, which would help the government and company to evaluate and select the energy-saving and emission reduction technology in a scientific, strict and proper way.
