中国海洋石油企业国际业务全面风险管理的探索实践

Exploration and Practice of Comprehensive Risk Management in International Business of Chinese Offshore Oil Enterprises

基于中国海洋石油企业国际业务风险管理实际情况,在企业全面风险管理框架下探索构建中国海洋石油企业国际业务全面风险管理体系。通过对企业在国际业务经营中所面临的各类风险进行科学系统的识别和分析,辨识出27项主要风险影响因素,并对其中的10项关键风险影响因素进行深入分析,运用德尔菲法和Borda风险排序法对风险进行定性和定量分析,并给出风险重要性排序。探索国际业务风险管理策略,给出风险解决方案制定原则,并针对中国海洋石油企业国际业务的风险管控提出建议,对中国海洋石油企业开展国际业务全面风险管理具有一定的参考意义。

On the basis of practice of risk management in international business of China offshore oil enterprises, exploration was made on establishment of comprehensive risk management system in international business of China offshore oil enterprises under the framework of comprehensive risk management. Based on scientific and systematic recognition and analysis of various risks confronted by enterprises in international business, 27 main affecting factors for risks were analyzed, and deep analysis was made on 10 of them, qualitative and quantitative analysis were made on the risks with Delphi Method and Borda risk prioritizing method, and the risks were ordered by importance. Tactics on risks management of international business were explored, principles for making risks resolutions were pointed out, and proposals on risks management and control for international business in Chinese offshore oil enterprises were raised, which were of certain significance for reference of Chinese offshore oil enterprises in comprehensive risks management of international business.
