摘要
无水港"黄金水道"的巨大发展潜力吸引着我国内陆城市纷纷建设无水港,但是无水港在建设和运行中出现了很多问题:基础设施不完善、物流信息水平低、服务能力薄弱、与区域经济发展不协调等瓶颈问题。基于这些情况一种新型的无水港发展模式——无水港虚拟一体化联动发展模式被提上日程,即无水港、合作海港两港中间构建一个虚拟的港口整合两港资源,两港以虚拟港为平台,在政策、空间、电子口岸三方面一体化。这一模式在资源协同、成本降低、高效节能、绿色环保、安全保障、竞争力提升等方面的创新优势,实现以无水港为龙头带动区域经济可持续发展的目的。
The huge development potential of dry port "golden waterway" attracts inland cities in China to construct dry ports, but many problems have occurred during the construction and operation of dry ports: the imperfect infrastructure, the low logistics information level, weak service ability, the uncoordinated regional economic development, bearing capacity being not able to keep up the container growth and development, and such problems as well as the inadequate relevant system and mechanism are also the bottlenecks. Based on such situations, a new type of dry port development mode - the synergetic development mode of dry port virtual integration is on the agenda, which is to build a virtual port between dry port and the cooperative harbor to integrate the resources and also to improve comprehensive competitiveness of the two parts. Through the virtual port as a platform, the double ports integrate in the aspects of policy, space and electronic port to realize the operation mode of the multimodal transport, resource linkage and export-oriented economic linkage, at the same time this essay also analyzes the innovation advantage of such mode in resource synergy, lower cost, high efficiency and energy saving, security, green environmental protection, competitiveness promotion. In addition, the exploration of the potential of dry port, creation of a good external environment and the improvement of the quality and efficiency of dry port logistics all contribute to realize the goal of the sustainable development of regional economy with the dry port as a lead.
