An Empirical Study on Regional Industrial Growth and Factor Structure Changes in Guangxi

1998年后TFP对于广西工业经济总量增长的贡献确实超过了要素投入。对影响TFP增长的因素进一步分解发现,资本密集型工业对于TFP增长贡献较大缘于规模效应而非产业结构升级。在"重规模"、"重投资"的传统产业政策推动下,广西劳动匹配相对资本投入较为缓慢。其原因包括劳动力匹配速度慢于资本、合格的专业化劳动力缺乏、劳动力市场存在"劣币驱逐良币"等情况。据此提出相关对策:在产业政策上,加快信息化与工业化"两化融合";在就业政策上,加强劳动力有效供给,完善劳动力市场信息,减少劳动就业的交易成本,提高就业结构与产业结构的匹配度。

The contribution to Guangxi total industrial growth from total factor productivity （TFP） is more than that of factor inputs since 1998. A further decomposition of factors affecting TFP growth shows that the contribution to TFP growth from capital intensive industry mainly results from its scale effect instead of the upgrading of industrial structure. Driven by the traditional policy of ＂scale-orientation＂ and ＂investment-orientation＂, the development of labor matching in Guangxi is relatively slow compared with that of the capital input. There are several reasons, such as the speed of labor matching slower than that of capital, lack of qualified professional labor and the problem of ＂bad coins driving out good coins＂ in labor market. Accordingly, we put forward our suggestion from two aspects ： in terms of industrial policy, speeding up the integration and combination of informatization and industrialization, in terms of employment policy, strengthening the effective supply of labor, improving the information on labor market, reducing transaction costs of labor employment and improving the matching of employment structure and industrial structure.
