日本科技创新体制将通过“道州制”改革突破“小村镇”瓶颈——兼谈江浙地区部分小村镇建设中实施知识经济“筑巢”工程

摘要 日本科技创新体制依靠政府和聚集在大城市的传统财阀推动,科技风投市场极不活跃,科技型中小企业缺乏竞争力。相比之下,美国科技创新体制依靠市场和分散在大批小村镇的新兴企业推动,科技风投市场非常活跃,科技型中小企业竞争力很强。借鉴美、日发展经验,我国需要在一批高度发达的小村镇实施知识经济"筑巢"工程,推动科技型中小企业竞争力提升。 The promotion of Japan's science and technology innovation system depend on the government and the tra-ditional chaebol which gathered in major cities. Technology venture capital market is not very active, and medium and small technology-based ifrms are uncompetitive. In contrast, the United States rely on scientiifc and technological innovation sys-tem and market a large number of small towns and villages scattered in emerging enterprises, driven by technology venture capital market is very active, highly competitive of the medium and small technology-based ifrms. Reference from Ameri-can and Japanese development experience, our country needs implement knowledge economy"nest"project in a number of highly developed small towns and villages to promote competitiveness of the medium and small technology-based ifrms.
