“Profits Go Out One Hole”and“Laissez-faire” ——The Two Different Usury Thoughts in Song Dynasty

宋代存在着两种不同的高利贷思想,一派主张"利出一孔",认为官府应该控制高利贷;另一派主张"贫富相资",认为高利贷是"贫富相资"的表现,政府对高利贷应采取自由放任的政策。王安石变法前后两派主张形成针锋相对的对立局面。南宋时,占据主流地位的高利贷思想是"贫富相资"。

In Song Dynasty, there were two different usury thoughts. One side held the view that ＂profits go out one hole＂. They believed that the government should control the lending. The other side held the view ＂the poor and the rich aid each other, and meanwhile the government does not interfere them＂. They believed that the government should take laissez-faire policy of usury. Both sides came into confrontation around Reform of Wang An-shi. In the Southern Song Dynasty, the laissez-faire thought occupied the main stream position.
