“村改居”社区:治理困境、目标取向与对策

"Village-to-Community" :Governance Dilemma,Goal Orientation and Countermeasures

"村改居"社区是城市化进程中的一种特殊类型的社区。"村改居"社区治理目前面临着集体经济发展瓶颈、组织关系不顺、社区自治能力不强、公共服务落后等诸多问题。为贯彻落实党的十八大和十八届三中全会精神,积极推动城乡社区治理和服务创新,结合"村改居"社区治理的现状,探讨"村改居"社区的特征,分析目前"村改居"社区治理的困境,并提出"村改居"社区治理亦应从集体经济改制、理顺组织架构、培育社区社会资本、优化公共服务等目标展开。

＂Village-to-Community＂ （VOC） is a special type of community in the urbanization process. There are a lot of problems in the governance of VOC, such as the bottleneck of collective economic development, the unsmooth organization relations, the weak community self-governance, and the undeveloped public service, To implement the spirit of the Third Plenary Session of the Communist Party of China＇s 18th Central Committee and 18th National Congress of CPC , and actively promote the innovation of urban and rural community management and service, based on the current status of community governance of VOC, this paper explored the characteristics of VOC, analyzed the governance dilemma of VOC, and proposed that VOC governance should be considered from the following perspectives, such as restructuring collective economic system, rationalizing organizational structure, cultivating social capital of community, and optimizing public service .
