目的:研究发展健康服务业与深化医药卫生体制改革的关系,以及实现二者协同促进的基本思路。方法:理论分析与专家咨询。结果:医药卫生体制改革旨在通过体制机制改革完善健康领域的生产关系,重在解放健康生产力。发展健康服务业旨在通过扩大需求、增加供给满足群众多层次健康需求,重在发展健康领域的生产力。医药卫生体制改革是发展健康服务业的基础和动力源泉,发展健康服务业对深化医药卫生体制改革具有牵引和推动作用。结论:二者目标一致,相辅相成、互相促进。医药卫生体制改革应当以发展健康服务业为主轴牵引和带动其他改革任务,从供给与需求两方面入手,以预防保健服务为重点,使各项政策相互匹配、良性互动。

Objective： To discuss the relationship between health service industry development and health system reform, find out essential thought to achieve the cooperative improvement of the two tasks. Methods： The theoretical analysis and expert consulation were applied. Results： Health system reform aims to improve the relation of production in health sector, which focuses on developing health productivity. Expanding demand, increasing the supply to meet the needs of the crowd are the aims of developing health services industry. The importance of developing health services industry is developing health productivity. Medical reform is the power source and basis for health services industry development. Developing health services industry has the leading and pushing function in deepening medical reform. Conclusion： With the same goal, these two tasks supplement each other, promote each other. Health system reform should take health service industry development as its axis to speed up reforms in other aspects, start from both supply and demand, with an emphasis on preventive care service, promoting specific policy measures to match each other and process benign interaction.
