河南省政府卫生投入对GDP增长影响效果分析:基于LMDI指数法

Effect Analysis of Government Health Input on GDP Growth in Henan:Based on Logarithmic Mean Divisia Index

目的:通过对河南省卫生投入对GDP增长影响效果的分析,为政府更具针对性的对卫生财政投入做出决策提供依据。方法:运用对数平均迪氏(LMDI)指数法,以2003—2012年"河南省统计年鉴"数据为基础,将卫生投入对GDP变动总效应分为活动效应、结构效应以及效率效应三部分进行分析比较。结果:政府卫生投入的活动效应对GDP变动总效应贡献最大,呈显著正相关;政府卫生投入的结构效应对GDP变动总效应贡献不明显,呈非显著性负相关;政府卫生投入的效率效应对GDP的变动总效应贡献最小,呈显著负相关。结论:政府应继续加大卫生投入总量,调整资金分配地区结构,提高资金运作效率。

Objective： By analyzing the effect of government health investment on GDP growth in Henan, providing the basis for the health financial input of government decision-making. Methods： Based on the method of logarithmic mean divisia index （LMDI） and ＂statistical yearbook of Henan province＂ （2003-2012） , the health investment change in total effect on GDP are divided into active effect, structure effect and efficiency effect. Analyzing and comparing them. Results： The effect of government health input had the largest contribution on the total effect, which showed significant positive correlation; the structure effect of government health is not obvious, which had not obvious correlation with the total effect; the efficiency effect of government health had the smallest contribution on the total effect, which had significant negative correlation. Conclusion： The government should continue to increase total investment amount, adjust the area structure of fund distribution and improve the efficiency of fund operation.
